This building was used for lookout of Iraq's army during 8 years of imposed war. Because this place was the observation place of enemy during the war, occupiers ' texts have remained on this building's walls.
One of these texts which attracts the more attention is "we come to stay". The area of this cultural center is almost 2400 square meters. This center consists of a specific library about the sacred defense with almost 3000 books, a cinema and mausoleum of three unknown martyrs.
